JavaScript is mainly used to manipulate HTML and CSS, so it would be tough to learn many aspects of JavaScript without knowing HTML and CSS. This is also why most people learn HTML and CSS before JavaScript.

IDs are not really the best way to style HTML. Like I mention in the video, the main ways we use IDs, is to pinpoint specific elements using JavaScript,, or to create link "bookmarks" on a page. Not styling using CSS.
